Why youth rules vary

Youth and grassroots competitions may adopt permitted changes to matters such as playing-area dimensions, ball specifications, match length, player numbers and return substitutions.

A universal age-to-format answer can be wrong for a particular league. Country, competition, age band and season identify the applicable rules.
